The idea of "putting an end to war," and the phrase "must put an end to war," appeared in a speech delivered by British Prime Minister Winston Churchill on 8 November 1943. It came in the middle of the Second World War, when there was no end in sight. The speech was given to the House of Commons, starting at 6:30pm local time, in the midst of a bomber attack. He ended it by saying that he wanted his own countrymen to put an end to war - or it would do away with them.
